300  Accident Reporting and Investigation
NZQA US17601 - L4/6cr
Objectives/Outlines This course gives participants the skills and expertise to conduct full investigations, to separate the basic or immediate causes/s from other causal factors and develop corrective actions to prevent recurrence of incidents or similar accidents.  Comprehensive interviewing skills are given.
Candidates All staff responsible for reporting and investigating workplace accidents.
Duration 2 days plus post course assessment, accident investigation and submission of a written report.

Assessment Discussion groups, class exercises, written questionnaire, conducting an investgation and submitting a written report post course.
Comments Accident investigation is an important line management function, but this training is also suitable for elected Health and Safety Committee members and representatives.  US17601 is a compulsory unit for those requiring Nat. Cert. Level 3 and 4 - Occupational Health and Safety (Workplace Safety).

392  Asbestos Awareness
NZQA US2138 - L2/1cr
Objectives/Outlines Candidates who successfully complete this training and assessment programme will be able to demonstrate knowledge of asbestos use, health hazards, and describe the range of safety procedures to follow when asbestos is present.  The training addresses some of the requirements of Section 7.2.1 of the Department of Labour Guidelines for the Management and Removal of Asbestos and will provide evidence to an inspector when determining the level of training and assessment completed in regards to asbestos.

Assessment Discussion groups, class exercises, written questionnaire, conducting an investigation and submitting a written report post course.
Comments Asbestos is not always an immediate hazard.  In fact, if asbestos can be encapsulated and maintained in good condition it is recommended that it be left alone with periodic surveillance performed to monitor its condition.  Asbestos only becomes a hazard when it is disturbed or those materials become damaged.  The fibres separate, become airborne, and immediately impose a health hazard.  Firstly, we need to recognise the presence of asbestos in the workplace, record on a register where it is located, and list the hazard management controls put in place when working around, near, or with the material.  Do not focus on the "scary stories" surrounding asbestos, but access training and good information about the type of asbestos you encounter so that the known hazards are recognised and effectively managed.  SafeGuard Update has put out two interesting articles on asbestos of late and this can be accessed via their website.

Candidates Forest Managers, Contract Administrators, Foresters, Principal's Representatives, H/S Co-ordinators.
Duration 2 days theory plus half day buddy audit in the field.  Submission of a post course written questionnaire and audit report of Harvest Contractor audited.

This course builds upon students empathy for people in their Industrial Sector by equipping them with the philosophies, principles and practices of the Audit process.  It also increases their technical expertise on Electrical Network Quality Management assessment and specific Health and Safety Legislative requirements to measure compliance requirements against.  Students develop audit checklists to measure against, carry out systems audits during the training, and plan for and conduct two onsite audits post training to submit written audit reports of their compliance and non-compliance findings.

Comments Back injury is one of the industrial workplace largest costs, and highest number of injuries.  This course is so under-utilised and those companies whom have completed the course have acknowledged it was one of their biggest cost savers yet.  Back injury rates highest in ACC industrial claims than any other denominator.

225  Electrical Equipment Testing
NZQA US6705 - L3/3cr
Objectives/Outlines Available upon request from TOSHA
Candidates Those candidates delegated electrical testing of equipment where portable appliance testing is required on the worksite.
Duration Half day

Assessment During verbal and practical assessment using client's own equipment, and a written questionnaire.  Assessment against the unit standard above is available.
Comments This course creates an opportunity for staff expected to use portable electrical testing equipment to have one on one training mostly for the first time.  The training is to the AS/NZS3760:2003 (In services safety inspection and testing of electrical equipment including Amendment 2005).  Candidates are familiarised with the above Standard, with various manual and automatic appliance test instruments, and shown practical visual inspection and testing techniques.  Candidates must take their own equipment to the training.  This is probably the only training available where the Trainer/Assessor cannot deem a person competent.  Only the candidates manager can deem their staff competent.  The TOSHA trainer can only bring a candidate up to standard and issue a certificate to that end.  A Certificate of Competency cannot be issued.

310  Gas Networks Emergency Response & Management of Buildings Containing Uncontrolled Gas Presence
NZQA US19552 L4/16cr
Objectives/Outlines Available upon request from TOSHA
Candidates Gas Networks management, controllers, key staff and contractors responding to gas network emergencies and buildings containing uncontrolled gas presence.
Duration 2 days of theoretical and practical response training.  Post course questionnaire and 2 hours for each individual practical assessment against range of simulated gas network emergencies.

Course Numbers Maximum of 10 candidates to allow for 2 hours individual assessments over following 2 days.
Assessment Candidates will be required to demonstrate competency and to meet unit standard performance criteria through participation in group exercises, demonstrated control of simulated emergency site, written questionnaire, demonstrated ability to ventilate buildings, presented evidence based on case studies and verbal assessment of understanding.
Comments Pre-requisites US5627 and US12507.
Whilst this training is specific for First Call Gas Network Emergency Response personnel, it is also of tremendous advantage to operators and controllers and members of the NZ Fire Service to build understanding of critical interface dangers, controls and safety requirements.
